I have a 2013 highlander. With the pearl white paint as well.. peeling around the window.. dealership and toyota said only certain vin numbers and cars are included in the paint recall... yiu can clearly see that the paint has seperated from the primer... i would be willing to join a class action lawsuit against toyota for this issue.. this paint is not cheap to get repaired as this is a thre stage process.

I have a blizzard pearl white 2012 Highlander and the paint on top of the vehicle near the sunroof has started peeling. I am the original owner and, except while driving, it has been garaged its entire life. Immediately after noticing the peeling paint, I contacted Toyota customer service. I was told my vehicle is not on the recall list so too bad. This is unacceptable and completely unfair. I take very good care of my vehicles and have had a multi-Toyota household since 1995. This has never happened to any other Toyota I have owned. If my vehicle is having the exact same issue reported by over 1M other cars, then it should be covered, even if it is not on the recall list. Toyota should recognize this is a bigger issue that affects more cars than those listed on the recall notice.
Any update since your original post? I have a 2013 with same response from Toyota to the problem.

I have a 2015 Toyota venza with white pearl paint that is peeling on the rear drivers side door. I called Toyota and they are telling me my vehicle is not under the recall. So basically same paint on other models, same year as mine are covered, but because my model was the last one manufactured for that year, they dont have enough complaints. So I am stuck with a shitty looking car. I will keep driving this vehicle . Great way to advertise your product Toyota. Great job taking care of customers. Vehicle has less than 60k miles and looks like crap. Toyota doesn't care.

Original owner of a 2012 Highlander Limited, with Blizzard Pearl paint, under 60K miles.
In 2013, I noticed white streaking on the black trim around the bottom of the car and did not think much about it.
Until 2018, as I rinsed my car, I saw peeled paint on my windshield about the size of a quarter. Inspected my car to find paint lifting around the sunroof. Paid for the extra paint coverage warranty and immediately called the dealership. The warranty company got in contact and stated, “the extra PAINT COVERAGE warranty does NOT cover peeling or lifting paint only damaged paint”. What the???? A total waste of money that could have paid for a new paint job instead.
After filing several complaints with Toyota over the years they have produced zero results.
Today, there is visible rust around the sunroof of my car and the paint continues peeling. In addition, paint is also peeling around the:
• windshield
• headlights
• edges of the car hood
• tailgate
• doors
• basically EVERYWHERE
Literally lifting in sheets to the metal with no primer left on the body of the car and I see new bubbles in the paint all the time. Like you, stuck with an expensive RUST BUCKET from a company that clearly DOES NOT CARE ABOUT THEIR CUSTOMERS OR THEIR PRODUCT BRANDING.
So, I continue driving this FACTORY MISTAKE as a MARKETING ADVERTISEMENT for TOYOTA. Hoping to promote a VISUAL BUYER BEWARE to any potential Toyota buyers out there.
Maybe one day Toyota CEO’S will develop the common sense to realize this IS NOT A SPECIFIC MODEL ISSUE, this is A FACTORY PAINT APPLICATION ISSUE.
ALL vehicles painted in blizzard pearl or any other color with the SAME paint issues should be a part of Toyota’s "SPECIAL CAMPAIGN" recall.
This is my third Toyota and I surely will not purchase a Toyota again.

Toyota just added 2008-2018 Highlander and Highlander Hybrids to this Customer Support Program. There are 401,600 Highlanders and 29,100 Highlander Hybrids that run from late May 2007 to late August 2018.

This recall is pointless. I have a 09 Camry and have been trying to get into a shop to remedy this issue every since it became available. Each shop says they have either run out of the paint, or they are too booked to take any new vehicles. I think we have until Dec 2022 and then there is no recourse.

Even if your car is on the recall list, good luck getting into an actual shop, that is not booked for months!

2013 Toyota Highlander Pearl White paint starts peeling off on side of windshield. I called Toyota Customer Experience 888-270-9371 and was told it's under extended warranty so she told me to call the dealer locally. I hung up and called the nearest dealer and got an appt to bring it by so they can take a look. They are aware of the paint issue.

My 2016 Tacoma in super white is peeling, the inside of both fenders under the hood is flaking off. Please create a recall for this issue there have been many people complaining about the paint peeling on all the Tacoma groups on Facebook. You wouldn’t want everyone to think Toyota is not a quality brand like it once was right?
My 2014 Tacoma super white as well! I’ve called and reported peeling around my windows and door jams. Although the color is stated on the recall they say my Vin number and year make and model is not. So frustrating! Very disappointed and will definitely spread the word.

Why doesn’t toyota include prius models in this recall. Toyota technicians (at two different dealerships) assured me this “should” be covered under the recall, but the prius hasn’t been included in the recall. So- I have had to have the roof repainted due to peeling and rust, and now the quarter panels. Paint is flaking off from all over the vehicle. I have had many toyotas and love them- but when this wears out- I will not get another one. I simply don’t understand toyota recalling most of the vehicles with this paint issue and leaving the others. I have written many emails- and not a single response. I love the prius- but won’t get another one. Very poor customer service!

You should include the Tacoma owners also. They have the same issue. We think that Toyota may still make changes by adding more models to the list.

I have a 2007 RAV4 that has completely peeled on the roof and hood! Sad Toyota’s paint didn’t hold up. The clear coat started peeling several years ago!

I have a 2017 Tacoma with the 040 Super White paint. It started to peel at the passenger side rear door in the last week. I took it to the dealer yesterday who indicated that it was not covered, but the model could be added if there are enough people experiencing the issue. I have no idea how Toyota gets the info, but I assume the body shop guy wasn’t going out of his way to report the problem to anyone at a corporate office. I called the 1-888-270-9371 number this morning and they took the info. Would recommend anyone with a vehicle that isn’t on the covered list and is having the problem to do the same.

This document has been updated to clarify that only authorized Toyota dealerships are authorized to confirm if the paint peeling condition is covered by this program. However, after confirming that the paint peeling condition is covered by this program, the authorized Toyota dealership may choose to coordinate to have the repainting repair performed by a non-Toyota repair facility (e.g. third-party collision repair facility, body shop, etc)

Note that as of May 15, 2020, Toyota Certified Collision Centers are now permitted to confirm if the peeling condition is covered by this program. Review the Dealer Letter for detailed information, polices, and training requirements

In our continuing efforts to ensure the best in customer satisfaction, Toyota is announcing a Customer Support Program to provide coverage for peeling of certain colors of factory-applied paint.

Background:
Toyota has received reports of paint peeling on certain vehicles with the original factory-applied Blizzard Pearl or Super White paint colors. These reports indicate that vehicles with these specific paint colors, applied during the vehicle manufacturing process, may experience paint peeling on exterior metal body panels.

Although the original factory paint is covered by Toyota’s New Vehicle Limited Warranty for 3 years or 36,000 miles (whichever comes first), we at Toyota care about the customers’ ownership experience. Toyota is providing coverage for repairs related to the condition described above.

The following information is provided to inform you and your staff of the program notification schedule and your degree of involvement.

Customer Support Program Coverage Details:
This Customer Support Program provides coverage for involved vehicles with the original factory Blizzard Pearl or Super White paint. The covered condition may occur when sunlight over time degrades the adhesion between the factory-applied paint primer coat layer and the base metal electrodeposition layer causing the paint to peel from the metal body panel. If the condition is verified, the specific panel affected will be repainted.
See here for phase 1-5 coverages list on pages 3 and 4 or see below

Note:
Damage to the vehicle exterior (such as collision damage, deep scratches, dents, etc..) may prevent a repair facility from performing the paint repair covered by this Customer Support Program.

This Customer Support Program does not cover repair of such damage. If any damage must be repaired prior to performing the paint repair covered by this Customer Support Program, the dealer may offer to repair the damage at the customer’s expense.

Examples of damage that might prevent paint repair are:
• Collision damage
• Dents
• Deep scratches
• Deep rock chips

Covered Vehicles:
After Phase 5 launched, there were approximately 2,236,400 vehicles covered by this Customer Support Program, of which approximately 36,300 were distributed to Puerto Rico.

Phase 1 Late August 2019 – mid-September 2019
Phase 2 Mailing started in late December 2019

No. you may visit any authorized Toyota dealer for diagnosis if your vehicle is exhibiting the condition and, if applicable, repair.

Can I be reimbursed if I previously paid for repairs related to factory-applied paint peeling from my vehicle due to this condition?
Phase 1 and 2 owners: Owners involved in phases 1 and 2 who have already paid for repairs related to this condition may qualify for reimbursement of some, or all, of their out of pocket costs. The expense must have been incurred prior to September 26, 2019, and sufficient documentation submitted, to qualify for reimbursement. Phase 3 owners: Owners of the approximately 31,500 vehicles involved in phase 3 who have already paid for repairs related to this condition may qualify for reimbursement of some, or all, of their out of pocket costs. Phase 4 owners: Owners of the approximately 35,200 vehicles involved in phase 4 who have already paid for repairs related to this condition may qualify for reimbursement of some, or all, of their out of pocket costs. Toyota will not reimburse for out of pocket costs incurred after December 18, 2020. Customer reimbursement instructions will be included in the owner letter.

The factory-applied Blizzard Pearl (Toyota paint code 070) and Super White (Toyota paint code 040) paint on the vehicle’s exterior metal body panels are covered by this program.

Is the paint on plastic body panels covered by this Customer Support Program?
Factory-applied paint on plastic body panels (for example: a plastic bumper cover) is not covered. Only factory-applied Blizzard Pearl (Toyota paint code 070) and Super White (Toyota paint code 040) paint on the vehicle’s exterior metal body panels are covered by this program. Plastic body panels are not covered by this program because plastic body panels do not have a base metal electrodeposition layer and are; therefore, not affected.

How long will the repair take?
Depending upon the location and extent of the peeling condition on your vehicle, the repair time for your vehicle can vary (for example: between approximately 1 day and 2 weeks). Once the peeling condition covered by this program has been verified on your vehicle, your authorized Toyota dealer will advise you about the necessary repair time. If the repair is estimated to exceed 4 hours, a loaner vehicle may be provided for the period that your vehicle is undergoing repair

What if I have additional questions or concerns?
If you have additional questions or concerns, please contact the Toyota Customer Experience Center at 1-888-270-9371 Monday through Friday, 7:00 am to 7:00 pm, Saturday 7:00 am to 4:30 pm Central Time

My 2011 Corolla just started peeling paint in November. When I tried to bring it in December, I was told to bring it back after the holidays, and now it is past the recall date that ended 12/11/2022. Any luck getting dealerships to extend the recall or am I out of luck??
